A Message from Gregg
Those who are part of the campaign know that Representative District 4 presents a real opportunity to flip a seat from red to blue and secure an important seat in the Delaware House of Representatives.
Recent news in the district is that incumbent Representative Jeff Hilovsky has decided not to run for re-election.
For this campaign, however, the focus remains the same. I am running to do what a representative of the 4th District should do: work to improve the lives of the everyday residents of our district, while also helping move our county and state forward
PRIORITIES
Provide Leadership on Infrastructure Issues
This includes growth, roads, schools, transportation, and affordable housing.
Representative District 4 is the fastest-growing district in the state of Delaware, and the number of registered voters in our district has more than doubled over the last 10 years. The effects of unsustainable growth are clear to all of us who live here.
Affordable housing must be part of this conversation. That includes how we design new housing, as well as how we protect and maintain affordability for existing housing. It also means updating policies that affect residents of manufactured housing communities. Our district has more manufactured housing units than any other district in Delaware, and residents deserve thoughtful, practical solutions and a representative who will advocate for them.
Improve Medical Access
Improving medical access requires practical solutions that help attract and retain medical professionals and their staff in our district and county.
That means supporting housing that works for working families, transportation systems that help people get to their jobs, and schools that deliver outcomes strong enough to keep families rooted in our community.
As our population continues to grow, access to local medical care must grow with it. Residents should not have to travel long distances or face unnecessary delays to receive the care they need. We need thoughtful planning and leadership to ensure our district has the services and support necessary to meet the needs of the people who live here.
Educational Outcomes
Delaware is one of the few states in the country that does not use a flexible formula to determine state funding for education. Our current system has remained virtually unchanged for nearly 70 years, and it must be updated.
The legislature is now working to address this issue. Having a representative with years of experience serving on local school boards, as well as fiduciary responsibilities leading a large business, will help move our district forward as important funding and legislative decisions are made over the next two years.
We also need a better solution to the local referendum process. The current system limits a district's ability to plan for the future and too often divides communities over how to fund nearly 30% of the overall district budgets. Our students, families, educators, and taxpayers deserve a more thoughtful and sustainable approach.
A Voting Record You Can Be Proud Of
Our community deserves a representative who will vote for legislation that keeps our communities strong and protects residents. You want a representative with a voting record you can be proud of, and one who will speak out for the needs of our community.
You can expect me to stand for legislation that protects our rights, including health care protections, civil liberties, environmental concerns, infrastructure, public education, and issues related to voting rights, reproductive rights, and marriage equality.
When federal issues impact our ability to defend vital services, including food security for those in need, Medicare and Medicaid benefits, and veterans’ benefits, you want a representative who will speak out and support what needs to be done to protect Delawareans.
Address Environmental Concerns
We need to take environmental concerns seriously, including land preservation, water quality, and air quality.
As our district continues to grow, our forests are being reduced, and development is placing increasing pressure on our natural resources. Water quality is a growing concern, particularly as groundwater issues become more closely connected to the safety and reliability of well water for many residents.
Addressing well water challenges will require coordination between the county and state governments. We need practical solutions that protect residents from potentially dangerous conditions and ensure that growth does not come at the expense of the health, safety, and quality of life of the people who live here.
Protecting Our Rights
Voting rights, reproductive rights, and marriage equality must be protected through constitutional amendments.
Do not believe anyone who says these rights are already permanently settled or that they do not require constitutional protection. They are not settled, and they are not guaranteed.
Delawareans deserve a representative who understands what is at stake and will work to protect these fundamental rights for every resident.
